Abstract

Among the actions in the climate policy in São Paulo city are the promotion of renewable energy and the gradual replacement of fossil fuels with less polluting fuel. It is planned to gradually reduce fossil fuel use by at least 10% each year from 2009 and use in 2018 renewable fuel for all buses in its public transportation system. An important contribution to achieving this goal is the Best Project which is a European Union proposal. The aim is to encourage the use of ethanol as a replacement for diesel in urban public transport. Among the advantages of ethanol-powered buses in relation to fossil-fuel powered is the use of an infrastructure compatible with the existing distribution in Brazil and the government's interest to support ethanol production and reduce emissions. Despite the cost of ethanol production being 50% lower than diesel, new strategies are required to overcome the consumption issue.
