EXTERNALIDADES DA SUBSTITUIÇÃO DO DIESEL PELO ETANOL NO TRANSPORTE PÚBLICO URBANO DA REGIÃO METROPOLITANA DE SÃO PAULO

Abstract

The usage of diesel for heavy and light vehicles is a question to be solved; due to emissions of atmospheric pollutants. Adding biodiesel in is contributing for reduction of emissions, but complementary procedures are still necessary. In this context, this abstract has in view identify and qualify such emissions, social benefits and externalities (costs and social and environmental benefits) of ethanol standing for diesel in urban transportation. The methodology layed down is based in a study of case. That brings forward buses powered by ethanol in São Paulo Metropolitan Region and data drawn up afield. Externalities are deeds that cause positive or negative results to human welfare. Therefore, public policies to encourage use of technology, establishing prices regarding to environmental benefits (positive externalities) and to fix costs (negative externalities).
