Higher Education Institutions need to grasp moredirectly both the challenges and the opportunities raised bythe fast changing economy based on sustainabledevelopment. Appropriate insertion of university graduateson the labour market requires a global change of mindsetand behaviours as well as the implementation of a newuniversity management of the study programmes, learningoutcomes etc. A European Qualifications Framework and itsnational correspondents should be an important steptowards mobility and new skills acquired upon completion ofa lifelong learning programme.Index Terms – competence-based higher education, learningoutcomes, sustainable development, and qualificationsframework.
