Abstract

Was created in 2005 by the Ministry of
Education (MEC) system Open University of Brazil (UAB), a
public policy of access, internalization and democratization
of higher education. It is a program offered in the distance,
which is impacting on the educational system with the
emergence of open and virtual universities. This scenario
presents many challenges for change - decentralization of
management, new actors, new roles, the adoption of
technologically mediated teaching and learning. In this
context of transformation raises a question - what model of
Open University established in the country? Thus, this study
aims to lift the state of the art to define the Open University
model adopted in Brazil. This theoretical review is justified
by being part of a research that aims to identify the cultural
logic of organizational practices manifested in the UAB
system at the University of Brasilia.
