Abstract


This article is centered on the discussion aboutthe possibilities of innovation in the brazilian softwareindustry given its importance globally. Thus, besides seekinga satisfactory understanding of aspects of innovation, is alsodirected to the understanding of the particular nationalcontext in relation to the environments of other countries,especially the non-core. It is therefore that,methodologically, it is a comparative study based on themodels adopted by India, Israel and Ireland, based onliterature. Without intending to exhaust the discussions onthe subject, came to a first approximation of the possibilitiesoffered by the Brazilian reality, taking advantage of theexperience of the cases investigated.Index Terms ⎯ Free Software, Open Source, Public Policy.
