Abstract


The development of new informationtechnologies and communication (ICT) is one of the keyfactors to understand and explain the changing economic,social, and cultural policies of the last two decades. Thequestioning of the role of new information technologies inthe processes of social change and cultural gain attentionwithin education. Certain ideas on reforming theeducational system attach to the incorporation of newinformation technologies a decisive effect on improvingthe quality of the processes of teaching and learning.Thus, the incorporation of ICTs in the field of educationhas consequences both for teaching and for learningprocesses. The idea of another community summarizes thechallenges. The autonomy of the professor of theGraduate or Post graduate, as driver of the process, sumup the authority he has in the classroom, where he alsohas to be respected the autonomy of the student.Index Terms – new information technologies andcommunication, reforming the educational system,processes of teaching and learning.
