PESQUISA DE GRADUAÇÃO CONSTRUINDO RESPONSABILIDADE ÉTICA E VALORIZAÇÃO PROFISSIONAL: Papel do engenheiro civil e legislação sobre projetos para uso do solo urbano

Abstract


Legislation controlling urban soil occupationaims at protecting the environment and land use quality –thus, promoting the integrity of ecosystems and human lifequality. Continuous replacement of vegetation by pavementand buildings by urban developments considerably raisesthe storm water volumes discharged into public drainagesystem – thus, further increasing flood frequency and size.The use of detention ponds to reduce outflow rates fromprivate plots has been enforced by decrees issued at severalmunicipalities in the greater São Paulo, as well as in otherBrazilian metropolitan areas. These, and also a São PauloState decree, establish the minimum size of such ponds as afunction of area turned impermeable. So does a project offederal decree, currently under proposal. This work,however, demonstrates the importance of proper pond-sizeevaluation by an engineer, using a complete, hydraulichydrologicalmethod, avoiding oversized projects – so,emphasising the important role of this professional.Index Terms ⎯ Detention pond, Inundation, Reservoir floodrouting, Micro-drainage, Surface flow.
